<\/p>\nHo Chi Minh City aims for logistics to contribute 8-10% to its GRDP, with an annual growth rate of 13-16% by 2035, striving to become a leading international logistics and transshipment hub in Asia.<\/p>\n
This is outlined in the Action Plan for implementing the Strategy for the Development of Vietnam's Logistics Services for the period 2025-2035, with a vision to 2050, recently issued by the People's Committee of Ho Chi Minh City. The city aims to develop logistics into a key service sector, playing a driving role in growth and gradually becoming a leading international logistics and transshipment hub in the Asian region.<\/p>\n
According to the plan, during the period 2026-2035, the value-added share of logistics services is expected to reach 8-10% of the city's GRDP. The logistics sector is expected to maintain an average growth rate of 13-16% per year. The percentage of businesses outsourcing logistics services is expected to reach 70-80%. Logistics costs are expected to decrease to the equivalent of 11-14% of GRDP.<\/p>\n
The city also aims for 80-100% of logistics businesses to apply digital transformation solutions. Approximately 80% of the workforce in the industry will receive technical and professional training, with half holding a university degree or higher. Simultaneously, the city will establish at least one high-quality logistics human resource training center and build at least one modern, internationally-standard logistics service center.<\/p>\n

In the period 2036-2050, Ho Chi Minh City will continue to increase the value-added share of logistics to 10-12% of GRDP. This sector will maintain an average growth rate of 12-14% per year. The proportion of businesses outsourcing logistics services will reach 80-90%, while logistics costs will decrease to approximately 9-11% of GRDP.<\/p>\n
To realize this goal, the city has set out nine groups of solutions, including: perfecting institutions, reforming administrative procedures, and researching specific mechanisms to create a favorable environment for businesses to invest in and develop logistics services. Along with this, it aims to strengthen state management, develop standards and evaluation criteria, and establish a task force to support the development of logistics and seaports.<\/p>\n
Alongside policy refinement, Ho Chi Minh City prioritizes investment in a synchronous and modern logistics infrastructure system linked to a multimodal transport network. According to the plan, logistics centers, free trade zones, the Cai Mep \u2013 Thi Vai \u2013 Can Gio port cluster, and green energy infrastructure will be developed step by step to form a smart logistics ecosystem.<\/p>\n
To expand its reach, the ability to connect with localities in the region and link domestic and international economic corridors will also be strengthened. The goal is to enhance the role of the Southern region as a logistics hub through a synchronized network of seaports, airports, railways, and waterways.<\/p>\n
Sourcing goods and the logistics market are also considered key priorities. The city will attract international logistics and distribution corporations, develop distribution centers, expand logistics services for e-commerce and exports, and enhance the competitiveness of domestic businesses.<\/p>\n
Digital transformation, green transformation, AI application, IoT, automation, and the development of shared data systems\u2026 will be accelerated, serving as the driving force throughout the industry's development.<\/p>\n
Besides investing in infrastructure and technology, the city aims to become a national and regional hub for logistics human resource training. Training programs will be expanded to be more specialized, linked to international cooperation and the practical needs of businesses.<\/p>\n
Ultimately, the role of associations and leading businesses will be leveraged to strengthen supply chain connectivity, promote public-private partnerships, and attract international resources for logistics development.<\/p>\n
According to the Ho Chi Minh City People's Committee, after the merger, the city will continue to play the role of the largest logistics center in the country and an important hub for the Southern region. By 2025, GRDP is projected to reach VND 2,972,939 billion, an increase of 7.53%; revenue from transportation and warehousing (excluding passenger transport) is expected to reach VND 568,181 billion, an increase of 12.7% and accounting for 19.1% of GRDP. The city's system of seaports, inland container depots (ICDs), warehouses, distribution centers, and logistics businesses will continue to hold a large share nationwide.<\/p>\n
